Join the New Irrigation & Tree Care Committee

Help keep our community beautiful, healthy, and water smart. We’re looking for 2 volunteers per street to learn our sprinkler systems and keep an eye on irrigation and tree health across the neighborhood. Participation is required for both Garden and Patriotic Series homes.

Volunteer responsibilities may include

  • Reporting irrigation leaks, broken sprinkler heads, or water runoff issues
  • Helping identify watering concerns within your block
  • Communicating observations to the Board / property management
  • Assisting with seasonal irrigation monitoring and community awareness

This is not a technical role — just an opportunity for residents to help keep our community looking its best while improving water efficiency and responsiveness. Small effort, big impact.

Pet Owners · Important Reminder

Leash Law & Responsible Pet Ownership

Jefferson County Code Section 91.002 requires that all animals (except community cats) be kept under restraint at all times. It is illegal to walk your dog off-leash, except in designated dog parks.

Louisville Metro Animal Services enforces this law and can be reached 24 hours a day at 502-333-9072.

ViolationSection 91.002 is a Class B misdemeanor: fine of $5–$250 and 5–90 days imprisonment, or both. A civil penalty of $150–$1,000 may also be issued.
LicensingAll dogs and cats over 4 months old must be licensed.
Dog BitesOwners must report a dog bite within 24 hours. Failure to report carries a $100–$500 fine.
EnforcementAn animal that has bitten someone can be picked up and quarantined; the law provides for euthanizing vicious animals. Over 6,000 such incidents occurred in Louisville Metro last year.

Pond Maintenance Update

The board wants to keep our community informed on the current status of the Twin Lakes ponds and the steps being taken to address recent concerns.

The Smaller Pond

The smaller pond has experienced increased aquatic vegetation growth this season. After bringing in multiple independent vendors to assess the situation, here is what we learned:

  • The pond is shallow (under 6 feet), which makes it prone to chronic vegetation and algae growth
  • Lawn fertilizer runoff carries nitrogen and phosphorus into the pond, which fuels that growth
  • This condition existed in prior years but was masked by blue dye treatments used by our previous vendor — it did not develop overnight
  • Plants identified include pond weed and creeping water primrose

The board is currently evaluating proposals from qualified vendors to begin treatment. An update on the treatment start date will be shared once a vendor is selected.

The Two Larger Ponds

The larger ponds are in better condition due to their greater depth. As a precaution, vendors identified early signs of invasive aquatic plant growth (alligator weed) and elevated nutrient levels that could lead to algae issues if left unaddressed. We are taking proactive steps to treat these before they become a visible problem.

Budget & Vendor Context

  • The 2026 lake maintenance budget increased from $2,783 (2025) to $10,123 — this reflects expanded coverage of all three ponds, compared to only one pond in 2025
  • The board selected Two Fish this year at ~$6,000 vs. the prior vendor’s $10,000 proposal, retaining a reserve for situations like this
  • The board is now evaluating new vendor proposals and will share an update once finalized

No Overnight Street Parking

No vehicles are to be parked overnight on subdivision roads at any time. This is especially critical during potential snow events to allow for efficient plowing and salting. Vehicles must be parked overnight in garages or driveways. Overnight parking on community roads violates our CC&Rs.

All 149 homes pay an annual HOA due of $895. This covers community maintenance, common area upkeep, pond care, snow removal on subdivision roads, and board operations.

Garden Home series owners pay an additional $185/month which covers: front & back lawn mowing, irrigation (front & back), mulching, weed spraying, fertilizer, bush trimming, street tree maintenance, and trash & recycling pickup.

Patriot series homeowners are responsible for their own lawn care, irrigation, and trash services.
Twin Lakes has 149 homes across two series:

Patriot Series (79 homes)
Annual HOA dues: $895/year only. Lawn mowing, irrigation, and trash are the owner's responsibility.

Garden Home Series (70 homes)
Annual HOA dues: $895/year plus $185/month which includes front & back lawn mowing, irrigation managed by Evergreen, mulching, weed spraying, fertilizer, bush trimming, street tree maintenance, and trash & recycling pickup.

Yes — always get ARC approval before starting any exterior work. This includes fences, sheds, decks, landscaping changes, paint colors, additions, and enclosures. Download the ARC Request Form from the Documents page, complete it, and email to edouglas@mulloyproperties.com copying the board. Starting work without approval may require removal at your expense.
No. Overnight parking on subdivision roads is not permitted at any time per our CC&Rs. All vehicles must be in garages or driveways overnight. This is especially important during potential snow events so plowing crews can clear roads efficiently. Violations are reported to Mulloy Properties for enforcement.
The HOA contractor begins snow removal after 3 inches of accumulation. De-icing is applied for icy conditions regardless of snow depth. Yes, but ARC approval is required first. Submit an ARC request with your proposed color swatches or samples. The board reviews for compatibility with the neighborhood aesthetic. Recent paint and staining requests have generally been approved when colors harmonize with the home's existing materials. Allow 7–10 days for board review.
Visit our private Facebook group and click "Request to Join." Joining requests are reviewed against the resident directory by the HOA board before approval — this keeps the group residents-only. If your request isn't approved within a few days, reach out to the board via the contact form.
